Hello. This is the news. I always wanted to say that. My name's Edward and I'm the new guy in the office. So if anything goes wrong with this bulletin I have a cast-iron excuse.
I hope to be seeing some of you at the Towards Car-Free Cities III Conference and in the rest of my space here would to take the opportunity to say a big thanks to the unpaid stars translating this into Czech, Esperanto, French, and German.

NUCLEAR POWER "SAFER" THAN DRIVING

Southern Bohemians are more likely to be killed driving than by a nuclear winter. This brilliant statistic is part of the propaganda push surrounding the unveiling of an evacuation plan for the Czech rural county containing Temelin, one of the continent's largest nuclear power plants. The state report concludes that an accident at Temelin presents less of a threat to people than Czech road intersections and even winter sports stadiums - which might emit ammonia in an explosion.
HIGHWAY TO THE ANTARCTIC

American engineers in the Antarctic have begun work on a highway from the giant US coastal base at McMurdo Sound to the South Pole - a distance of 1,600 km. The road is expected to reach the US Scott-Amundsen base at the pole within two years, according to Bill Spindler, a scientist at the base and editor of South Pole News.
Once completed the road is likely to become a permanent fixture. The Scott-Amundsen base is only currently accessible by air, which places limits on cargo and relies on good weather. The road could be open to heavy traffic for up to 100 days a year during the
austral summer. Scientists say the road will allow overland transport of the increasingly heavy loads of scientific equipment being taken to the pole.
"With the road will come tourism and pollution," says the British Green Party's international spokesman, John Norris. Currently around 20,000 tourists visit Anarctica each year, but currently few make it as far as the South Pole. Despite the lure of the gift shop at the research base.
STUDY TOUR CHANGES LOS ANGELES TRANSPORT SYSTEM

Using high-tech sensors to cut the times of trips, Rapid Buses are helping to break gridlock across Los Angeles. Two routes were recently added by the Metropolitan Transportation Authority, complementing the pair of successful lines established in 2000. Two dozen more routes are planned.
This is thanks to a study trip made by then-Mayor Richard Riordan and county supervisors Yvonne Brathwaite Burke and Zev Yaroslavsky to Curitiba, Brazil, a city of 1.6 million people with a spoke-like network of dedicated busways. As in Curitiba, the Rapid Buses come equipped with sensors that keep lights green at intersections and with low floors for fast boarding. They make fewer stops and were driven by operators told to travel their routes as fast as possible rather than to follow a strict schedule.
WASTE OF LONDON CYCLING FUNDS LOOKS LIKELY

South East London boroughs have so far spent less than 10 percent of the money allocated to them by Transport for London for developing the London Cycle Network Plus (LCN+), a report to the Association of London Government has revealed. LCN+ is a streamlined version of the London Cycle Network.
The Mayor of London has this year allocated GBP 6 million to boroughs to build safe, high-quality and high-capacity facilities that will make a real difference to the numbers of people cycling. The 500-mile network is expected to be most suitable for commuter and other utility cyclists.
Greenwich, Bexley, Bromley, Lambeth, Lewisham and Southwark are singled out as the worst performing group of London boroughs, spending just GBP 49,000 together.
They have been warned that failure to spend the money could mean it is returned to central government coffers.
SCHWARZENEGGER LIKES TO DRIVE A HUMMER

If you've been keeping up on your Arnie News, you'll know that last month Arnold Schwarzenegger, former Mr. Universe turned acclaimed dramatic performer, helped New York Mayor Rudolph W. Giuliani and General Motors debut the new Hummer H2 SUT (sport utility truck) in the heart of New York City!
At the event, Hummer also announced its $13 million sponsorship of the Inner-City Games Foundation (ICGF). "The Inner-City Games and Hummer both share a passion for excellence. The fact that ICG helps kids strive for excellence and personal achievement is something the Hummer team is proud to support," said Hummer Marketing Director, Michael C. DiGiovanni. The H2 SUT shares the same passion for excellence [allegedly - ed.].
Arnold also recommends bench-pressing a Hummer SUT twice a day!

PROTEST FOR CAR-FREE PEACE

On February 4 there will be protests at petrol stations around the world making a clear connection between the proposed Iraq war and our addiction to fossil fuels. There are already 160 demonstrations planned for the US alone and the number grows daily.
The coalition of groups supporting the protests in the US includes most of the organisations campaigning at a grassroots level against climate change and oil companies. It also includes United for Peace and Justice, a vast network with hundreds of independent groups mobilising resistance to the war.

SUMMER BIKE TOUR IN EASTERN EUROPE

Biketour is an annual international project for everyone interested in environmentalism and community life, cycling and sustainability. This year it will take place in Poland and the Ukraine, ending up at the Ecotopia festival in the Transcarpathian region of the Ukraine. Possibly after the cycle tour will continue through the scenic mountains of Slovakia.

EVERY EURO COUNTS FOR DUTCH RADICAL BOOKSHOP

Het Fort van Sjakoo, a Dutch radical co-operative bookshop (and Car Busters distributor), is still hanging on, but needs your support! Their housing association has agreed that the rent will not be increased by 900 percent immediately. However, on January 1 the rent was raised by 100 percent in the first annual adjustment.
Het Fort has until mid-2003 to decide if they want to buy the property for 60 percent of the market price. The purchase will only be affordable if the good people at the bookshop receive sufficient donations. They ask everyone to break open their piggybanks!

NEW BIKE FUN ORGANIZATION

BikeSummer 2002 was a thrilling time in Portland, USA and when the month of activities was over, the organisers and participants refused to let the fun end. So they formed Shift, a communications network to encourage people to host bike activities and to give them the support they need to get the word out about the event. From Breakfasts on the Bridges, a Christmas lights ride, and carolling costumes at Critical Mass, Pub Crawls by Bike, and more, Shift celebrates the fun to be had on a bike in Portland. The conference is especially intended for those already working on transport, whether it be organising car-free days or building the car-free cities of the future. Highlights will include walking and biking tours of Prague, international videos and slideshows, and a benefit concert with local bands capping off a great week o' fun.
The programme will balance presentations with round-table discussions, strategy sessions and other participatory activities. Our superstar presenters will include: Joel Crawford (author of Carfree Cities, editor of Carfree.com), John Whitelegg (editor of World Transport Policy & Practice), and Lars Gemzoe (co-author of New City Spaces and Public Spaces - Public Life).

I think I'm probably not the only one finding it hard to motivate myself to use my bicycle in these cold winter months - at this point those of you lucky enough to be living in warmer climes can sit back and smile smugly.
So reading Sam Tracy's guerilla cycle repair book was a good way to remind myself about the trusty two-wheeled machine locked away in the garage. You can learn more than you ever need to know about bikes - well, sewn-in tyres were new to me at least - but most importantly you can get swept away by this man's passionate and enthusiastic promotion of the bicycle as a way of life.
"This visionary prole hurls invective and epithets, lampoons pretensions and sparks our imaginations," says Critical Mass pioneer Chris Carlsson. "Fix your bike? Sure! Fix the world, too? Why not?"

Südböhmer sterben mit höherer Wahrscheinlichkeit beim Autofahren als durch einen Atomwinter. Diese brilliante Statistik ist Teil des Propagandaschubs im Zusammenhang mit der Veröffentlichung eines Evakuierungsplanes für den ländlichen Kreis, in dem sich Temelin, eines der größten Atomkraftwerke Europas, befindet. Der staatliche Bericht stellt fest, dass ein möglicher Unfall in Temelin eine geringere Bedrohung für die Bevölkerung darstellt als tschechische Straßenkreuzungen oder sogar Wintersportstadien, wo bei einer Explosion Ammoniak freigesetzt werden könnte.

Amerikanische Ingenieure haben mit den Arbeiten an einer Straße begonnen, die den riesigen US-Stützpunkt an der Küste des McMurdo-Sundes mit dem Südpol verbinden soll - eine Entfernung von 1.600 km. Die Straße soll den Scott-Amundsen-Stützpunkt am Pol binnen zwei Jahren erreichen, so Bill Spindler, ein Wissenschaftler des Stützpunktes und Herausgeber der "Südpolnachrichten".
Nach ihrer Fertigstellung soll die Straße eine dauerhafte Einrichtung werden. Bisher ist der Scott-Amundsen-Stützpunkt nur auf dem - witterungsabhängigen und nur beschränkte Möglichkeiten für Fracht bietenden - Luftwege erreichbar. Die Straße könnte während des südlichen Sommers bis zu 100 Tage im Jahr für den Schwerverkehr geöffnet sein. Nach Ansicht der Wissenschaftler ermöglicht die Straße die zunehmend schwereren Transporte wissenschaftlicher Ausrüstung zum Pol auf dem Landwege.
"Mit der Straße kommt der Tourismus und die Umweltverschmutzung", meint John Norris, der internationale Sprecher der Grünen Partei Großbritanniens. Zur Zeit wird die Antarktis von etwa 20.000 Touristen im Jahr besucht, von denen aber bisher nur wenige bis zum Südpol kommen - trotz des Versuchung des Souvenirladens im Forschungsstützpunkt.
STUDIENREISE ÄNDERT VERKEHRSSYSTEM IN LOS ANGELES

Mit Hilfe von High-Tech-Sensorik zur Fahrzeitverkürzung helfen Schnellbusse, den Verkehrsinfarkt in Los Angeles abzuwenden. Die städtische Verkehrsbehörde hat unlängst zwei neue Linien eröffnet, wodurch die beiden bereits seit 2000 erfolgreich betriebenen Linien ergänzt werden. Es sind noch zwei Dutzend weitere Linien in Planung.
Dies ist einer Studienreise zu verdanken, die der damalige Bürgermeister Richard Riordan zusammen mit den Kreisverwaltern Yvonne Brathwaite Burke und Zev Yaroslavsky nach Curitiba in Brasilien unternahm - eine Stadt mit 1,6 Millionen Menschen und einem speichenförmingen Netz von Bus-Sonderspuren. PROTEST FÜR AUTOFREIEN FRIEDEN

Am 4. Februar finden weltweit an Tankstellen Proteste statt, die die Verbindung des geplanten Irak-Krieges und unserer Sucht nach fossilen Kraftstoffen verdeutlichen sollen. In USA sind bereits 160 Demonstrationen geplant, und die Zahl steigt täglich.
Im Verbund der Gruppen, die in USA die Proteste unterstützen, finden sich die meisten Organisationen, die in der Basis eine Kampagne gegen Klimaveränderung und Mineralölkonzerne führen. Dazu gehört auch "United for Peace and Justice" (Vereint für Frieden und Recht), ein riesiges Netzwerk hunderter unabhängiger Gruppen, die den Widerstand gegen den Krieg mobilisieren.

SOMMERRADTOUR IN OSTEUROPA

Biketour ist ein alljährliches internationales Projekt für alle an Umweltschutz, Gemeinschaftsleben, Radfahren und Nachhaltigkeit Interessierten. Dieses Jahr findet es in Polen und der Ukraine statt und endet beim Ecotopia-Festival in der transkarpatischen Region der Ukraine. Danach führt die Tour möglicherweise durch die schönen Berge der Slowakei weiter.

Het Fort van Sjakoo, einen radikalen niederländischer Gemeinschaftsbuchladen (und Händler für Car Busters), gibt es noch, aber er braucht eure Unterstützung! Der Wohnungsgesellschaft hat zugestimmt, dass die Miete nicht sofort um 900% angehoben wird, zum 1. Januar wurde die Miete jedoch in einer ersten jährlichen Staffel um 100% erhöht.
Het Fort hat bis Mitte 2003 Zeit sich zu entscheiden, ob sie die Immobilie für 60% des Marktwertes kaufen möchte. Dies ist aber nur machbar, wenn die guten Leute im Buchladen ausreichend Spenden erhalten. Bitte brecht alle eure Sparschweine auf!

NEUE FAHRRADSPASS-ORGANISATION

Der Bikesummer (FahrradSommer) 2002 war eine aufregende Zeit in Portland, USA, und als der Monat der Veranstaltungen vorbei war, wollten die Organisatoren und Teilnehmer den Spaß dennoch nicht enden lassen. Also gründeten sie Shift, ein Kommunikationsnetzwerk, das Leute zur Organisation von Fahrradveranstaltungen ermutigen soll und ihnen die erforderliche Unterstützung gibt, die Veranstaltung publik zu machen. Vom Frühstück auf den Brücken bis zu einer Weihnachtslichterfahrt, Weinachtssingen bei Critical Mass, Kneipenbummel per Fahrrad und noch mehr - Shift feiert den Spaß, den man in Portland auf dem Fahrrad haben kann. AKTUELLES ZUR III. KONFERENZ "ZU AUTOFREIEN STÄDTEN" (TOWARDS CAR-FREE CITIES III)
Es ist noch nicht zu spät, um sich anzumelden! Die Konferenz findet vom 17.-22. März im Toulcuv-Dvur-Ökologiezentrum in Prag in der Tschechischen Republik statt. Die Konferenz richtet sich insbesondere an diejenigen, die bereits mit Verkehrsthemen zu tun haben, z. B. der Organisation autofreier Tage oder dem Bau der autofreien Städte der Zukunft. Zu den Höhepunkten zählen Stadtbesichtigungen von Prag zu Fuß und per Fahrrad, internationale Video- und Diavorträge sowie ein Benefizkonzert mit lokalen Bands zum Abschluß einer Woche voller Spaß.
Das Programm ist ausgewogen zwischen Vorträgen und Diskussionsrunden, Strategiesitzungen und anderen Veranstaltungen zum Mitmachen. Ich denke, ich habe es wohl nicht als einziger schwer, mich in diesen kalten Wintermonaten zum Gebrauch meines Fahrrades zu motivieren - wer das Glück hat, in wärmeren Klimen zu wohnen, kann sich jetzt zurücklehnen und selbstgefällig grinsen.
Somit war das Lesen von Sam Tracys Guerilla-Fahrradreparaturbuch eine gute Erinnerung an die treue zweirädrige, in der Garage weggeschlossene Maschine. Man kann mehr über Fahrräder lernen, als man je zu wissen braucht - naja, das mit den eingenähten Reifen war mir jedenfalls neu - aber vor allem kann man sich von der leidenschaftlichen und begeisterten Darstellung des Fahrrads als Lebensart mitreißen lassen.
"Dieser visionäre Prolet schleudert Schimpfwörter und Beleidigungen, verspottet Anmaßungen und zündet unsere Fantasie," meint Critical-Mass-Pionier Chirs Carlsson. "Dein Fahrrad in Ordnung bringen? Aber sicher! Die Welt auch in Ordnung bringen? Warum nicht?"

Les Bohémiens du Sud risquent plus de mourir au volant que suite à un hiver nucléaire. Cette brillante statistique fait partie de la poussée de propagande qui accompagne la révélation d'un plan d'évacuation du canton rural tchèque où se trouve Temelin, une des plus grandes centrales nucléaires du continent. Le rapport d'Etat conclut que l'éventualité d'un accident à Temelin menace moins le peuple tchèque que les croisements de routes et - même - les installations de sports d'hiver (qui, lors d'une explosion, pourraient émettre de l'ammoniaque).
AUTOROUTE DE L'ANTARCTIQUE

Les ingénieurs américains ont commencé la construction d'une autoroute dans l'Antarctique reliant le Pôle Sud à la gigantesque base côtière du détroit de McMurdo, sur une distance de 1.600 km. D'après Bill Spindler, un scientifique de la base et rédacteur en chef des Nouvelles du Pôle Sud, la route devrait atteindre la base US Scott-Amundsen d'ici deux ans. Cette autoroute sera sans doute définitive. Actuellement, l'accès à la base Scott-Amundsen n'est possible que par les airs, ce qui limite les cargaisons et dépend des conditions météorologiques.
L'autoroute pourrait être ouverte à un lourd trafic une centaine de jours par an pendant l'été austral. Des scientifiques disent que cette autoroute doit permettre de transporter par voie de terre les équipement scientifique de plus en plus pesants portés au pôle. John Norris, porte-parole international du parti des verts britanniques, a déclaré :"Cette route va développer le tourisme et la pollution". Actuellement, environ 20.000 touristes visitent l'Antarctique chaque année. Mais peu d'entre eux poussent une point jusqu'au Pôle Sud malgré l'appât de la boutique de souvenirs du centre de recherche.
EFFETS D'UN VOYAGE D'ETUDE SUR LES TRANSPORTS A L.A.

Des bus rapides utilisant des senseurs haute technologie en vue de réduire les temps de parcours contribuent à la lutte contre les embouteillages dans Los Angeles. En complément aux deux lignes établies avec succès en 2000, deux trajets supplémentaires viennent d'être ajoutés au réseau. Il est question d'ajouter encore deux douzaines de trajets. Cela, grâce au voyage d'étude à Curibita du maire Richard Riordan et des chefs de comtés Yvonne Brathwaite Burke et Zev Yaroslavsky.
Curibita est une ville brésilienne de 1,6 millions d'habitants bénéficiant d'un réseau en étoile de bandes réservées aux bus. Comme à Curibita, les bus rapides de L.A. sont équipés de senseurs qui maintiennent au vert les feux de signalisation aux croisements, et ils ont des planchers bas permettant un embarquement rapide. Ils font moins d'arrêts et sont conduits par des chauffeurs à qui il est recommandé de réduire le plus possible la durée des trajets plutôt que de respecter strictement les horaires.
PROBABLE GASPILLAGE DE FONDS ALLOUES AUX DEPLACEMENTS A VELO

Jusqu'à présent, les municipalités du sud-est de Londres ont dépensé moins de 10% des subsides qui leurs ont été alloués pour développer le Réseau cyclable londonien Plus (RCL+) [London Cycle Network Plus (LCN+)]. Ce (RCL+) est une version améliorée du Réseau cyclable londonien. Cette année, le maire de Londres a alloué 6 millions de livres aux municipalités pour la construction de cheminements cyclistes sûrs de grande qualité et de grande capacité. Ce réseau de 500 miles devrait être la meilleure opportunité pour les naveteurs et autres cyclistes utilitaires.
Les municipalités de Greenwich, Bexley, Bromley, Lambeth, Lewisham et Southwark ont été désignées comme étant les municipalités de Londres les plus mauvaises collaboratrices au projet RCL+. Ensemble, elles ne lui ont consacré jusqu'à présent que 49.000 livres. Elles ont été averties qu'en cas de non utilisation des fonds qui leur ont été alloués pour la mise en oeuvre du réseau cyclable, cet argent retournerait dans les caisses du gouvernement
SCHWARZENEGGER AIME CONDUIRE UN HUMMER

Si vous êtes restés branchés sur vos Arnie News, vous devriez savoir que le mois dernier Arnold Schwarzenegger, ex Monsieur Univers converti en acteur dramatique acclamé par tous, a aidé Rudolph W. Giuliani, le maire de New York, et General Motors, à lancer au coeur de New York le nouveau SUT (sport utility truck [poids lourd utilitaire sportif]) Hummer H2. Lors de cet événement, Hummer a annoncé qu'il faisait don de 13 millions de dollars à la Fondation pour les Jeux dans les quartiers pauvres [Inter-City Games Foundation - ICGF]. Michael C. DiGiovanni, directeur du marketing chez Hummer, a déclaré : "Hummer et Jeux dans les quartiers pauvres partagent une même passion pour l'excellence. ACTIONS POUR UNE PAIX SANS VOITURES

Le 4 février, il devrait y avoir eu de par le monde des actions de protestation aux stations d'essence établissant clairement le lien entre la guerre possible contre l'Irak et notre accoutumance aux carburants fossiles. Quelques jours plus tôt, le nombre sans cesse croissant de manifestations prévues s'élevait déjà à 160 rien que pour les Etats-Unis.
Parmi les groupements participant aux actions se trouvent la plupart des organisations qui mobilisent la base contre les changements climatiques et les entreprises pétrolières. Il y aussi United for Peace and Justice [Union pour la paix et la justice], un vaste réseau de centaines de groupements indépendants qui mobilisent les gens pour la résistance à la guerre.

BIKE TOUR ESTIVAL EN EUROPE DE L'EST

BikeSummer 2002 a connu pendant un mois des moments d'émotion intense à Portland, aux USA. A la fin, les organisateurs et les participants n'ont pas pu se résigner à être privés de telles réjouissances. C'est pourquoi ils ont mis sur pied Shift, un réseau destiné à encourager les gens à organiser des activités cyclistes ludiques et à leur fournir de l'aide pour en faire la publicité. IIIe CONFERENCE VERS DES VILLES SANS VOITURES - DERNIERES NOUVELLES
Il est encore temps pour s'inscrire ! La conférence aura lieu du 17 au 22 mars 2003 au Centre écolo Toulcuv Dvur à Prague, en Tchéquie. Cette conférence organisée par Car Busters promet d'être très fertile, stimulante et amusante. Des participants venus de toute l'Europe et d'au-delà nous y rejoindrons pour une semaine de tables rondes, de sessions stratégiques, de communications, vidéos et slideshows divers, et de randonnées à pied et à vélo.
Et pour couronner le tout, à la fin de cette semaine de fun, un concert de gala avec des orchestres locaux. La conférence est destinée en particulier à ceux qui travaillent déjà sur les questions de déplacements et de transports et veulent échanger leurs idées et leur expérience et collaborer sur le plan international. Nous nous concentrerons spécialement sur la stratégie pratique à mettre en oeuvre pour l'organisation des journées sans voitures et pour la réalisation de réelles villes sans voitures.

Je ne suis sans doute pas le seul à avoir un peu de mal à me motiver pour me déplacer à vélo par ce temps hivernal - oui, vous devez bien vous marrer, ceux d'entre vous qui ont la chance de vivre pour le moment sous un climat plus clément. La lecture de ce bouquin de Sam Tracy a rappelé à mon bon souvenir la fidèle machine à deux roues cadenassée dans le garage.
Vous pouvez en apprendre sur les vélos plus que vous n'en avez jamais eu besoin - en tout cas, moi, je n'avais jamais entendu parler de [sewn-in tyres - pneus cousus ?] - mais le plus important, c'est que ce bouquin fait une promotion passionnée et enthousiaste du vélo comme mode de vie.
