Hi all,
in the meantime, Franz Skala, Simon Field, Randy Ghent and me continued with the CAPP project. This is the current state: We made a paper (call for sites), see all information here:

We disseminated it European-wide with the help of CEMR (Council of European Municipalities and Regions, the European umbrella organisation of 49 national associations from 36 countries representing local and regional government, www.ccre.org). Our aim is to find cities who are willing to develop a carfree area, and together with them we want to apply in the EU programme STEER. (...) At the moment, first cities are responding, showing interest. (...)
